Descripción del caso
The Board will address a post promoting a fictional sexuality conversion clinic, to assess Meta’s moderation of satire, particularly when AI-generated. This case allows the Board to further examine Meta’s enforcement of its policies on satirical content under its Hateful Conduct Community Standard.
In February 2026, an Instagram user in Brazil posted a minute-long AI-generated video satirically promoting a fictional sexuality conversion clinic. Both the video and the caption promote the services of a conversion therapy clinic, the name of which includes a play on a common Brazilian slur for lesbians. The content shows women with masculine attributes being transformed into individuals with more feminine qualities. The content invites lesbians to undergo conversion and, if “successful,” receive a hand-painted dish towel. The account identifies itself as an AI content creator; the user also disclosed that the post utilized AI. Both the account and post had labels to indicate they used AI. The video has been viewed more than 280,000 times and has over 27,000 comments.
Meta removed the content under its Hateful Conduct Community Standard. The content was reported over 20 times between February and May, mainly for Hateful Conduct. In May 2026, a human reviewer determined the content violated the Hateful Conduct policy for the use of a designated slur, it was removed and the creator received a strike on their account. The content creator appealed to Meta, which conducted additional human review and upheld the original decision to take down the content. The content creator then appealed the removal to the Board. After the Board selected this case, Meta determined that its previous decision to remove the content was in error and restored the post to the platform. Meta has a satire exception to its Hateful Conduct policy that can be applied with additional context.
In their submission to the Board, the content creator explained the content as an effort to criticize prejudice and homophobia by using humor to address these biases. They request that the content be evaluated with its artistic and satirical context.
This case falls within the Board’s Automation and AI and Gender strategic priorities.
The Board would appreciate public comments that address:
- Best practices for identifying and moderating humor and satire on platforms, particularly in regard to AI-generated content.
- The role and significance of satire and humor as a tool for combating homophobia and promoting the rights of LGBTQIA+ people.
- The sources, forms and impact of homophobia in Brazil and Latin America.
- Recommendations for the moderation of content from LGBTQIA+ communities and other marginalized communities on platforms. Comments can also address the impact of automation and AI tools in the moderation of such content.
In its decisions, the Board can issue policy recommendations to Meta. While recommendations are not binding, Meta must respond to them within 60 days. As such, the Board welcomes public comments proposing recommendations that are relevant to this case.
